Crypto Advocacy Groups File Amicus Briefs Supporting Fights Against the SEC, IRS
The crypto advocacy group US Chamber of Digital Commerce filed an amicus brief backing Binance in its fight against the SEC. The group says the SEC is stifling innovation and driving crypto startups offshore by creating a hostile regulatory environment. Separately, another crypto advocacy group, the DeFi Education Fund, argued in an amicus brief that the First Circuit should overturn a decision allowing the IRS to seize a man’s financial records from Coinbase.

US District Judge Charles R. Breyer granted the SEC’s motion, ordering cryptocurrency company Thor Technologies Inc. and its co-founder to pay $745,000 for raising over $2 million on unregistered sales of the company’s token.

SEC Asks Judge for Default Judgment Against Sameer Ramani
The SEC asked US District Judge Tana Lin to enter a default judgment against Sameer Ramani, an alleged participant in the first insider trading case involving cryptocurrency markets to be charged by the Justice Department. DOJ alleges that Sameer Ramani was part of an effort to secretly engage in profitable trades around public announcements by Coinbase that it would be listing certain crypto assets on Coinbase's exchanges.

FBI Charges Six Individuals for Operating Illegal Crypto Money-Transmitting Business
The FBI charged six people for allegedly operating an illegal $30 million money-transmitting business using cryptocurrencies, according to documents filed in the Southern District of New York. The FBI alleges that the individuals conducted and managed an unlicensed money transmitting business between July 2021 and September 2023.

Sens. Tillis and Hickenlooper Introduce PROOF Act
Sens. Thom Tillis (R-NC) and John Hickenlooper (D-CO) introduced the Proving Reserves of Other Funds (PROOF) Act, which would establish safeguards against instances of co-mingling of customer funds while also requiring digital assets institutions to submit a monthly proof of reserves (PoR) inspection by a neutral third-party auditing firm. Sens. Thillis and Hickenlooper pointed to the collapse of FTX as motivation behind the bill.

SEC Drops Suit Against Ripple Labs
The SEC asked US District Judge Analisa Torres to dismiss the agency’s case against Ripple Labs CEO Bradley Garlinghouse and Executive Chairman Christian Larsen over the sale of Ripple’s XRP token. Ripple's Chief Legal Officer Stuart Alderoty celebrated the move, calling it a "surrender by the SEC." The decision comes after the SEC lost its interlocutory appeal earlier this month.
