SafeMoon CEO’s Release Order Paused
SafeMoon CEO Braden John Karony’s release was paused after federal prosecutors challenged Utah Magistrate Judge Daphne Oberg’s release order. Judge Oberg had previously signed an order permitting Karony's release on $500,000 bond.

Nearly 50 Countries Announce Joint Crypto Tax Reporting Plan
Nearly 50 countries, including the US, announced that they are moving ahead with a collective engagement to implement a global crypto asset reporting framework by 2027. The Crypto-Asset Reporting Framework (CARF) was spearheaded by the UK, and aims to further improve the ability to ensure tax compliance and clamp down on tax evasion in the crypto industry.

Judge Approves Celsius’ Chapter 11 Plan
US Bankruptcy Judge Martin Glenn signed an order confirming Celsius Network’s Chapter 11 plan, clearing a path forward for customers to receive crypto asset distributions while allowing the buyer of the platform to reorganize it as a digital mining enterprise. Under the plan, people who had Celsius accounts at the time of bankruptcy will receive distributions of the company's remaining cryptocurrency. Additionally, crypto consortium Fahrenheit LLC will acquire Celsius' assets and reorganize the platform as a new crypto mining company.

Treasury Meets with Digital Asset Companies to Discuss Illicit Financing
Under Secretary of the Treasury for Terrorism and Financial Intelligence Brian Nelson met with virtual asset service providers, payment processors, and blockchain analytic companies to discuss Treasury’s recent actions to counter illicit finance, including in the digital asset ecosystem. Companies and groups at the roundtable discussed their perspectives on techniques used by terrorists like Hamas to raise and move funds.

OneCoin Executive Pleads Guilty to Wire Fraud and Money Laundering
The DOJ announced that Irina Dilkinska, head of legal and compliance at OneCoin, pled guilty to wire fraud and money laundering in connection to the $4 billion OneCoin fraud scheme. OneCoin began operations in Bulgaria in 2014, and went on to market and sell a fraudulent cryptocurrency through a global multi-level-marketing (MLM) network.

Rep. Lynch Opposes Efforts to Block a US CBDC
Rep. Stephen Lynch (D-MA) spoke on the House floor to advocate for US efforts to research a CBDC. He also tweeted about the issue, voicing opposition to "the misguided amendment that would prevent our government from researching a Central Bank Digital Currency (CBDC)." He noted that 130 countries are currently studying a government-backed digital currency, and the proposed amendment would prevent the US from conducting such research.

House Passes Crypto Amendments to FY 2024 FSGG Appropriations Bill
The House passed multiple crypto-related amendments to the FY 2024 Financial Services and General Government appropriations bill. Rep. Josh Gottheimer’s (D-NJ) amendment would provide additional funding for the Treasury to counter criminal and terrorist financing, specifically involving digital assets. Additionally, two amendments from Reps. Warren Davidson (R-OH) and Alex Mooney (R-WV), would prohibit efforts by the Treasury to design or develop a CBDC. However, the bill was pulled from the House floor and is not expected to be signed into law.

Senators Introduce Chinese CBDC Prohibition Act
Sens. Rick Scott (R-FL), Marsha Blackburn (R-TN), and Ted Cruz (R-TX) introduced the Chinese CBDC Prohibition Act. The bill would prohibit money services businesses from engaging in any transaction that involves a CBDC issued by the People’s Republic of China, such as the newly-announced Digital Yuan. Rep. Blaine Luetkemeyer (R-MO) introduced a House version of the bill in February.
