New York DFS Adopts New Requirements for Listing Virtual Currencies
The New York State Department of Financial Services (DFS) adopted new requirements for coin listing and delisting policies of DFS-regulated virtual currency entities. The guidance was finalize following a public comment period that began in mid-September, and replaces previous guidance issued in 2020.

CFTC Chair Concerned about Another FTX
At the Georgetown University Financial Markets Quality Conference, CFTC Chair Rostin Behnam said that the CFTC is in no better position now to prevent an FTX-level collapse than it was a year ago. He stated, "Nothing has changed, and we could be in a position where another FTX-type event happens."

Rep. Waters Says Stablecoin Talks Ongoing
House Financial Services Ranking Member Maxine Waters (D-CA) reportedly said in an interview with Politico that bipartisan stablecoin bill discussions are still happening in the House, and a deal is possible by the end of the year. Talks on stablecoin legislation previously fell apart over the summer.

HFSC Subcommittee Holds Hearing on Crypto-Financed Crime
The House Financial Services Committee Subcommittee on Digital Assets, Financial Technology and Inclusion held a hearing on the use of digital assets in financing illicit activity and terrorism. Republicans and Democrats disagreed on the extent to which crypto is used for illicit activities, with Republicans highlighting the benefits of the blockchain in helping governments identify illicit activity and networks, while Democrats expressed concern with anonymizing tools such as mixers and offshore exchanges.

Lawmakers Urge Treasury to Revise Digital Asset Tax Reporting Proposal
House Financial Services Chair Patrick McHenry (R-NC) and Rep. Ritchie Torres (D-NY) led a bipartisan group of lawmakers in writing a letter to the Treasury Department, urging the agency to revise is proposed digital asset tax reporting requirements. The lawmakers write that the "breadth of the proposed regulations and the unworkable definitions raise serious concerns for the digital asset ecosystem." Other signatories include Reps. Warren Davidson (R-OH), Eric Swalwell (D-CA), Wiley Nickel (D-NC), French Hill (R-AR), Byron Donalds (R-FL), Erin Houchin (R-IN), and Majority Whip Tom Emmer (R-MN).

Lawmakers Ask White House, Treasury for Data on Digital Wallets Linked to Hamas
A bipartisan group of more than 50 House members, led by House Financial Services Committee Chair Patrick McHenry (R-NC), Majority Whip Tom Emmer (R-MN), and Reps. French Hill (R-AR) and Ritchie Torres (D-NY), wrote a letter to President Biden and Treasury Secretary Janet Yellen, asking for the Administration to provide Congress with data on any digital wallets used by Hamas-linked groups. The lawmakers note the importance of understanding the "scope of Hamas' digital assets fundraising campaign in the context of its traditional funding activities."

SEC Responds to Debt Box’s Motions to Dismiss
